Given a line and circle with radius r, can you find an arc on the circle that is equivalent to the line?

Solution
After trying having the line tangent to the circle such as this

I find that measurement is the only way thus far.
Since S = qr, and if r is given and S = 18 units and r = 6 units, then q = S/r = 3 radians
