There are fourteen different cases based on the day of the week that January 1 occurs and whether or not the year is a leap year.  First we will consider the seven cases that are not leap years.

Case 1:

If January 1 occurs on a Sunday, then days of the year that are congruent to 6 mod 7 are Fridays.

Case 2:

If January 1 occurs on a Monday, then days of the year that are congruent to 5 mod 7 are Fridays.

Case 3:

Case 4:

If January 1 occurs on a Wednesday, then days of the year that are congruent to 3 mod 7 are Fridays.

Case 5:

If January 1 occurs on a Thursday, then days of the year that are congruent to 2 mod 7 are Fridays.

Case 6:

When we consider leap years, we have the following table for the 13th of every month:

From the table, we can see that for any year, there is at least one month and at most three months for which the 13th of the month falls on Friday.
